Albanian Committee of Helsinki held a discussion table on the policy document analyzing the impact of the implementation of the new judicial map on the functioning of the general jurisdiction prosecution system in Albania, focusing on the workload, efficiency, territorial distribution of cases, human resources, infrastructure and institutional effects of territorial judicial reorganization in this system, 2022.<\/p>\n\n\n\n
The document also aims to fill the existing gap in the analysis carried out by the High Judicial Council on the judicial map, which focuses on the judicial system and not on the parallel impact the map would have on the prosecution system.<\/p>\n\n\n\n
The analysis is based on a comparative and statistical “before and after the map” methodology, taking years 2021\u20132022 (before the entry of the new judicial map) as the reference period and years 2023\u20132025 as its implementation period.<\/p>\n\n\n\n
Data shows that the new judicial map has not been accompanied by a steady decrease in the volume of criminal proceedings in the prosecution system. \u04aaases by the JP prosecutors of first-rate ng 47,475 in 2021 reached 50,058 in 2025. This represents an increase of about 5.4% during the analyzed period.<\/p>\n\n\n\n
Meanwhile, new proceedings registered annually from 24,095 in 2023 reached 27,049 in 2025, marking an increase of about 12.3% in just the two full years after the judicial map came into force.<\/p>\n\n\n\n
These indicators show that, despite the territorial reorganization of the general jurisdiction, the prosecution system continues to face an increasing workload. One of the most significant indicators for the period under analysis is the increase in the stock of carried issues. The proceedings carried, from 18,192 in 2021, reached 22,825 in 2025. This figure represents an increase of about 25.5% of the backlog nationally.<\/p>\n\n\n\n
However, the most significant effect is evident in relation to the number of prosecutors. After the reform, the system switched from 28 prosecutors to only 14 general jurisdiction structures. Consequently, the average prosecutor backlog increased from about 826 cases in 2021 to about 1,756 cases in 2025.<\/p>\n\n\n\n
Analysis of SCH indicators demonstrate that the reduction in the number of prosecutions has brought about a much greater concentration of case stock in few large territorial prosecutors.<\/p>\n\n\n\n
