Zhvillimi, sofistikimi dhe trendet e krimit t\u00eb organizuar kan\u00eb sjell\u00eb nj\u00eb shtim t\u00eb v\u00ebllimit t\u00eb veprimtarive kriminale, si edhe zhvillime t\u00eb reja t\u00eb strukturimit organizativ dhe m\u00ebnyr\u00ebs s\u00eb tij t\u00eb veprimit.<\/p>\n\n\n\n<p>Duke qen\u00eb nj\u00eb vend kandidat p\u00ebr n\u00eb BE n\u00eb pritje t\u00eb fillimit t\u00eb negociatave t\u00eb pranimit p\u00ebr t\u2019u b\u00ebr\u00eb an\u00ebtare e plot\u00eb, lufta kund\u00ebr krimit t\u00eb organizuar vazhdon do t\u00eb mbetet nj\u00eb nga treguesit kryesor\u00eb p\u00ebr p\u00ebrparimin e Shqip\u00ebris\u00eb n\u00eb k\u00ebt\u00eb drejtim.<\/p>\n\n\n\n<p>Megjith\u00ebk\u00ebt\u00eb, pavar\u00ebsisht p\u00ebrpjekjeve n\u00eb k\u00ebt\u00eb drejtim, vler\u00ebsimet q\u00eb lidhen me rezultatet e Shqip\u00ebris\u00eb n\u00eb luft\u00ebn kund\u00ebr krimit t\u00eb organizuar jan\u00eb ende t\u00eb dob\u00ebta, dhe n\u00eb t\u00ebr\u00ebsi lufta ndaj krimit t\u00eb organizuar ka nevoj\u00eb t\u00eb forcohet m\u00eb tej. Kjo theksohet edhe n\u00eb Raportet e Komisionit Evropian gjat\u00eb 4 viteve t\u00eb fundit (2018-2021), n\u00eb t\u00eb cilat niveli i p\u00ebrgatitjes s\u00eb Shqip\u00ebris\u00eb n\u00eb luft\u00ebn kund\u00ebr krimit t\u00eb organizuar ka mbetur i nj\u00ebjt\u00eb (nj\u00ebfar\u00eb niveli p\u00ebrgatitjeje).<\/p>\n\n\n\n<p>Shqip\u00ebria filloi t\u00eb miratoj\u00eb nj\u00eb qasje strategjike p\u00ebr t\u00eb luftuar krimin e organizuar 12 vjet m\u00eb par\u00eb, n\u00eb vitin 2000, ku n\u00ebp\u00ebrmjet miratimit t\u00eb nj\u00eb s\u00ebr\u00eb strategjish synohej t\u00eb trajtoheshin format e ndryshme t\u00eb trafikimit, t\u00eb p\u00ebrmir\u00ebsoheshin sistemet e qeverisjes dhe t\u00eb luftohej korrupsioni. Strategjia e par\u00eb Nd\u00ebrsektoriale p\u00ebr Luft\u00ebn kund\u00ebr Krimit t\u00eb Organizuar, Trafiqeve dhe Terrorizmit u miratua n\u00eb vitin 2008 dhe pas p\u00ebrfundimit t\u00eb saj qeveria shqiptare miratoi Strategjin\u00eb Nd\u00ebrsektoriale p\u00ebr Luft\u00ebn kund\u00ebr Krimit t\u00eb Organizuar, Trafiqeve t\u00eb Paligjshme dhe Terrorizmin 2013-2020 dhe Planin e Veprimit p\u00ebr vitet 2013-2016. Nd\u00ebrkoh\u00eb, n\u00eb fund t\u00eb vitit 2020 u miratua Strategjia e re kund\u00ebr Krimit t\u00eb Organizuar dhe Krimeve t\u00eb R\u00ebnda, 2021-2025 dhe plani i veprimit 2021-2022.<\/p>\n\n\n\n<p>Pavar\u00ebsisht hartimit dhe zbatimit t\u00eb kuadrit strategjik p\u00ebr t\u00eb luftuar krimin e organizuar, mund t\u00eb thuhet se ka munguar nj\u00eb qasje e mir\u00ebp\u00ebrcaktuar n\u00eb adresimin e k\u00ebtij fenomeni. Kjo ka ardhur edhe si rezultat i mang\u00ebsive t\u00eb identifikuara p\u00ebr t\u00eb kryer vler\u00ebsime sistematike, gjith\u00ebp\u00ebrfshir\u00ebse dhe t\u00eb bazuara n\u00eb nj\u00eb metodologji t\u00eb mir\u00ebp\u00ebrcaktuar, n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb b\u00ebhet e mundur dhe t\u00eb reflektohen objektiva dhe tregues konkret\u00eb n\u00eb p\u00ebrputhje me parimet e p\u00ebrcaktuara.<\/p>\n\n\n\n<p>Duke qen\u00eb nj\u00eb k\u00ebrc\u00ebnim serioz edhe p\u00ebr vet\u00eb vendet evropiane, politikat e Bashkimit Evropian n\u00eb luft\u00ebn kund\u00ebr krimit t\u00eb organizuar jan\u00eb fokusuar n\u00eb p\u00ebrdorimin e nj\u00eb s\u00ebr\u00eb qasjesh duke p\u00ebrfshir\u00eb si ato parandaluese edhe ato godit\u00ebse, t\u00eb cilat kan\u00eb integruar forcimin e zbatimit t\u00eb ligjit dhe drejt\u00ebsis\u00eb penale. Ajo \u00e7far\u00eb mbetet p\u00ebrcaktuese dhe e r\u00ebnd\u00ebsishme n\u00eb k\u00ebto qasje \u00ebsht\u00eb kryerja e analizave dhe vler\u00ebsimeve me q\u00ebllim identifikimin e k\u00ebrc\u00ebnimeve dhe prioriteteve p\u00ebr t\u00eb nd\u00ebrtuar m\u00eb pas objektiva, aktivitete dhe masa, t\u00eb cilat t\u2019i p\u00ebrgjigjen sfidave aktuale q\u00eb paraqet krimi i organizuar.<\/p>\n\n\n\n<p>N\u00eb k\u00ebt\u00eb kontekst edhe Shqip\u00ebria ka nevoj\u00eb p\u00ebr t\u00eb adresuar qasje t\u00eb mir\u00ebp\u00ebrcaktuara, t\u00eb cilat t\u00eb ofrojn\u00eb nj\u00eb kombinim t\u00eb parimeve t\u00eb parandalimit, goditjes, mbrojtjes, dhe rritjes s\u00eb vet\u00ebdijes, me q\u00ebllim nd\u00ebrhyrjen efektive kund\u00ebr veprimtarive t\u00eb krimit t\u00eb organizuar.
