Each year the Commission adopts its “Enlargement Package” – a set of documents explaining its policy on EU enlargement. The core of this package is a Communication on enlargement, which takes stock of the developments over the last year. It examines the progress made by the candidate countries and potential candidates, the challenges encountered and reforms to be addressed and sets out proposals for the way forward. In addition to the main Communication, the package contains the Reports in which the Commission services present their detailed annual assessment of the state of play of the reform progress in each candidate country and potential candidate over the last year. These assessments are accompanied by recommendations and guidance on the reform priorities.

Screening report Albania

From a general overview of this report, the Commission assesses that the fight against corruption, the implementation of justice reform, the fight against organized crime, the establishment of an effective financial control system and the legality of public procurement should be a priority for Albania. The Commission states that the phenomenon of corruption is widespread in almost all sectors of society whereas laws and continuous sanctions are needed to fight it. Also, EC expresses the need for full compliance with European legislation of initiatives such as ‘golden passports’ or fiscal and criminal immunity.

In the report, the importance of the government’s transparency and increasing its accountability regarding the European integration process is emphasized, as well as the sharing of information with civil society and taking into account the opinions that CSOs produce for this process is extremely important.
