Performance, Accountability and Reporting in the Fight against Corruption and Organised Crime: Increasing Access to Criminal Justice System for Greater Transparency and Monitoring Improvement

CSDG organised on 20th December 2023 the Roundtable Discussion “Performance, Accountability and Reporting in the Fight against Corruption and Organised Crime: Increasing Access to Criminal Justice System for Greater Transparency and Monitoring Improvement”

The event focused on the findings and recommendations of the assessment report on the activity of special institutions, which include the Special Prosecution Office (SPAK) and the Special Courts for Corruption and Organized Crime, carried out by CSDG for the 3rd consecutive year.

The assessment is intended to contribute to the improvement of criminal policies and the implementation of necessary measures, by providing the parties involved in the process, the media, and the general public with a comprehensive evaluation that encompasses both quantitative and qualitative aspects on the activity and performance of these institutions.

Considering the role that these institutions play in combating corruption and organized crime as the primary goals for the country’s preparation and progress within the European Union, the discussions of the roundtable were also focused on the enforcement of obligations and duties pertaining to reporting, accountability, and transparency of these institutions.

The representatives from the institutions agreed on the need to further improve a number of aspects related to the transparency of special institutions, including the availability of data, statistics and judicial cases, serving to conduct analysis and assessment against the effectiveness of measures in the fight against corruption and organized crime, in order to achieve an independent, accountable, accessible, transparent, and efficient justice system. A special thanks to the representatives of the institutions and contributors to this table: Mr. Altin Dumani (Head of the Special Prosecution Office), Mrs. Irena Gjoka (Vice-Chairwomen of the Special Court of First Instance for Corruption and Organized Crime), Mrs. Klotilda Bushka (Chairwomen of the Parliamentary Committee of Legal Affairs, Public Administration and Human Rights), Mrs. Dhurata Çupi (Vice-Chairwomen of the Parliamentary Committee of Legal Affairs, Public Administration and Human Rights), Mr. Fatmir Xhafaj (Member of the Parliamentary Committee of Legal Affairs, Public Administration and Human Rights), Mr. Ilir Rusi (Vice-Chairman of the High Judicial Council), and Mrs. Mirela Bogdani (Member of the High Prosecutorial Council).
