In Pristina, KLI, in cooperation with CSDG and SCOOP Macedonia, organized a regional meeting dedicated to the following EU chapters:
• Chapter 23 – Judiciary and Fundamental Rights
• Chapter 24 – Justice, Freedom and Security
Representatives of CSOs and public institutions from Kosovo, Albania, and North Macedonia participated in the meeting, discussing challenges, progress, and key findings from the respective country reports within the framework of the EU integration process.
The discussions confirmed that all three countries have moved beyond the phase of building the legal framework and are entering a more demanding phase – that of institutional testing.
The main challenge under Cluster 1, which includes Chapters 23 and 24, is no longer formal alignment with EU standards, but the building of institutions that deliver sustainable results – through effective coordination, institutional stability, and respect for the separation of powers.
Regional cooperation and evidence-based dialogue remain essential for advancing towards stronger and more accountable institutions.
The meeting was organized within the framework of the Project: Regional Fundamentals Snapshot: Advancing Cooperation on EU Cluster 1 in Albania, Kosovo, and North Macedonia.
The project is supported by the Western Balkans Fund and aims to build a more coordinated regional approach to advancing reforms under EU Cluster 1.
