Justice Reform: The role, balance and challenges of the High Inspector of Justice (HIJ)” was the topic that brought together representatives from the Assembly, the Government, justice institutions, diplomats and civil society in a discussion. Organized by the Institute for Political Studies, Ambassador Reinout Vos Embassy of the Netherlands in Albania, High Inspector of Justice Artur Metani, chief negotiator Majlinda Dhuka, leaders of the Laws Commission in the Assembly of Albania Klotilda Bushka and Dhurata Çupi, the chariman of HJC and HLP Naureda Llagami and Alfred Balla was part of the meeting. Legal expert Erind Merkuri presented the main findings from the evaluation report for HIJ, which was discussed during the activity.


The new justice institutions have the challenge of shaping and directing a new system that is more transparent, more professional and more immune to corruption. HIJ is a new institution with an essential role in this system and one of the positive examples in the balance of 3 years. Relations between HIJ and institutions, problems of cooperation, relations between the perception of public expectations and results, inspections against abusive and thematic cases, handling of citizen complaints and investigative and decision-making procedural practices, etc., were some of the topics discussed in today’s meeting .
