Public Procurement from the Perspective of European Integration

The Albanian Institute of Science/AIS organized a Round Table to present the findings of the policy document “Public Procurement in the Magnifying Glass and the Perspective of European Integration”, with the main author Mr. Viktor Gumi, legal expert.

As one of the main Chapters of #Cluster1, #Public Procurement constitutes one of the most dynamic areas mutually connected with other important areas such as: the fight against corruption, free and fair competition, health and consumer protection, environmental protection, business climate and development of small and medium enterprises (#SME), sustainable development, etc.

In this context, an important contribution to this table was given by the invited panellists: Mrs. Jorida Tabaku (Chairman of the Commission for European Integration), Mr. Eduard Shalsi (Chairman of the Committee for Economy and Finance), Mrs. @Reida Kashta (General Director of the Public Procurement Agency) and Mrs. @Krisela Hackaj (Expert and Executive Director of the Cooperation and Development Institute).

The main issues and recommendations addressed in this document, among others, focused on:
Better harmonization of the implementation of different laws in Albania that regulate the public procurement;

Systematic exchange of information between enforcement agencies and joint investigations;
Avoiding frequent changes in procurement legislation;

Ensuring transparency and inclusiveness in the law-making process;

Elimination of special ad hoc procedures outside the provisions of the Law on Public Procurement.
